I beat portal, have the new title screen and all, but never got the achievement for it. Do I really have to play through again?

You can't.
The achievement is completely impossible to get without cheating. There is no way in hell you can beat it without cheating in any way, major or minor.

Portal is an easy game. sv_cheats 1 should only be used for purposes other than beating the game.
