I need help with making an avatar larger than 64x64 even though it is under 19.5 KB

I hope this is in the right topic. I tried uploading an image 195x173 pixels in size, JPEG, and it is UNDER 19.5 KB but when I upload the avatar it just resizes to 64x64 pixels. I see other members with larger avatars and I couldn't find any upgrades related to avatar size in the upgrade section. Can anyone help me out here? I hate having such a small avatar.
