Well, I think it was someone from FP who built this:

microsoft did this with DreamScene (loops .wmv files)
it was discontinued because it ate up CPU real bad

Windows 10 (and maybe 8/8.1) support a method of rendering a window as the desktop background

Woah, I'm tempted to get that so I can have the "Active Desktop Recovery" message as my wallpaper.
Try using Rainmeter, if you're on Windows.

rainmeter is really only desktop widgets more than an actual animated desktop background
Rainmeter is also incredibly easy to fuck up and create an abomination with, so yeah prolly should avoid it.
i use deskscapes and its pretty neat, although i'm still using the trial
i'll probably change to wallpaper engine though, that looks way better

Going to add this-- if you add WallpaperEngine [I]and[/I] Rainmeter, expect for the coolest combinations possible.
I use display fusion ([url]http://store.steampowered.com/app/227260/[/url]) and they recently added gif and I think mp3 support for desktop backgrounds. Also makes it super easy to manage multiple monitors for all sorts of stuff.
