In it's current traditional form yes, but that doesn't mean that developers are forbidden from making non-traditional action role-playing strategy games; Awesomenauts, Smite and Super Monday Night Combat are rock-solid testaments to this unignorable fact.
But yes, people need to stop copying the traditional three-lane top-down action-RTS formula, and do different stuff using the formula of the "self-contained RPG experience" wherein you level your character and acquire items during a self-contained session, always starting out at level 1 and rapidly growing in power to face the enemy. That kind of self-contained RPG experience is totally different from the long-term grind of persistent RPG characters in an MMO, and resolves a hell of a lot faster than tabletop pen-and-paper RPGs. What "MOBA" developers need to do is quit apeing League and Dota, since there are enough of those kinds of ARPS on the market which have their place and aren't going away for a long time, and make "MOBAs" out of entirely different genres like the ones I mentioned. The potential is massive but they keep on apeing League, which is endlessly frustrating and needs to stop; this genre needs to seriously diversify if people are gonna stop whining about identical DotA-clones, which should happen if we get more successful games with ARPS elements without the top-down strategy dealio.

I'm actually hoping that the whole "DotA clone" fad peters off like the glut of "WoW clones" did back in the day, and just like we now have a bunch of MMOs that do plenty of things differently from WoW, we'll have a lot more ARPS that do things differently from Dota and League. If anything we could do with a few more games like Awesomenauts and SMNC and Smite.
I know I talk a lot about these kinda things, but it's mostly because I see amazing potential in the mechanics of ARPS that could be applied in other genres, a thing that I bear a strong passion for.

There's potential in many things in the gaming industry, really. It's just that they either don't do too well or they do so well that they become the next big thing to clone. Which is why i'm glad Awesomenauts and SMNC have gone relatively clone-less so far.
