Back in January, I built a gaming rig. I could run every game I had on maximum settings, at 720p. Fast-forward to March, performance is perfectly fine, with an average of 60+ FPS. I buy a 1080p monitor and notice a small drop in FPS, but nothing too noticeable. Then, I help my friend build his own gaming rig, which was pretty much identical to mine. That's when I started to notice that my computer wasn't performing at the level it was supposed to. He could run games at max settings, in 1080p, and still get 60 FPS. I tried this and ended up with something bad, such as 25 FPS. At first I thought it was just because I was running the game in 1080p instead of 720p, but when I switched back, it was still lagging like a bitch. It was lagging as much as it was in 1080p. I thought it was the extra software I've accumulated over time, so I restored to an Acronis backup I made in Feburary, and updated my drivers. Didn't work, still laggy as hell.
So far I've:
Dusted the computer off
Updated Drivers
Removed extra software
Closed BG process, services, etc.
Bought another GPU and installed it, with no success.
Any suggestions as to what might be causing it and how to fix it? I'm pretty sure it's a hardware problem.
And if you need my specs, I'll post them. CBA to do it right now.
Specs, and load temps.
And your friends spect to.

As I said before, our PCs are pretty much identical, with one difference being that he only has 4GB of RAM, and a slightly better processor (.1GHz) However, that's not the point of this post. It was the fact that I used to be able to run games at max settings and get 60+ FPS, and now I can't even on lowest settings.
And finally, my load temps (w/ more precise specs)

.1 Ghz says nothing if he has a newer and better processor. My i7 is 2.8 Ghz (when not OC'd), and still is twice as fast as your processor.
The ATI 6770 is kinda old but still should run fine in the latest games, altough I doubt they run at 60 FPS.
What is your friends exact system specs?
You refer to 'games'. What games? The games you already played on this system? New games? Pacman or Crysis?
If those GFX cards temps are idle you should check for dust clumped up in the heatsink fins. The temps aren't too high, but I expect them to be lower.
And it's never a bad idea to re install Windows and get the latest drivers for everything.
Why isnt your second GPU showing any load? Did you enable crossfire in the catalyst controll centre and attached the crossfire bridge?

I disabled Crossfire to see if it would help my performance, since some games actually have degraded performance with Crossfire enabled.. it doesn't work.

Those are my load temps. And with the HD6770, I ran Skyrim at max settings with ~60+ FPS. Now I can't even manage that with low settings.
And I say again that this isn't about my friend's computer, it's about my computer not performing as it should.
Bump.. I'd like to fix this.
Reinstall Windows with latest drivers and try again.
