Not in America.
Don't get a custom made plate, just get one with the random combinations. That way, if you do something stupid, it will be harder for the police to track your car down.
Plus custom made plates make you look like a douchebag.

Vanity plates tend to make people come off as those anyway. They're unnecessary. If you must do something like that, there are always bumper stickers which you are simple to remove.
In other news, I got cut off by a woman today with a tag that said 'envy me.'
