It's no where near as close as being as complex as Ice3 and iirc Hayssam has no intent on doing a proper GTA V icehancer release for now as he says that the graphics look fine enough (and on top of that he has the ICE-C ENB to finish off)
It just looks really bleached out. GTA V vanilla for the most part looks fine. The most I think you could add to make it better would be some better textures.

I just raised the contrast in IV and even then I really liked the atmosphere it had, I thought it fit with the overall mood. I'm playing on a TV for my PC. I got a remote control too enhance the colours, why do I need this.

It's just a timecyc mod. Those did a lot for GTA IV since the default timecyc was hilariously shit, but only ENB could make GTA V look better. Too bad ENB is not coming to V.

GTA V doesn't need it since it actually has good lighting and colors. GTA IV on the otherhand looked loke washed out shit without it (Everything turned grey when it rained in GTA IV...)

GTA V looks very vibrant already, GTA IV looked like a generic WW2 game (in the sense that EVERYTHING IS BROWN)

I wouldn't use it, it makes the colors too bright. I mean I have seen the outside believe it or not, it's not that vivid.
