Do I need both a heat lamp and an under tank heater for a ball python?

Facepunch, I need help with this. So I got a Ball Python 2 days ago and blah blah blah. I have a heat lamp that I used for my now dead (:frown:) Garter snake. But I learned that I need an under tank heater for a Ball Python (oh, hey FYI they are known as Royal Pythons in Europe if anyone is confused). But, my brother insists that I also use the heat lamp. Now it seems that for the little time I've had it on, the humidity has decreased a little and the temp is now in a great range (about 85°), both good things. But I'm concerned about over heating my little buddy. I have not read anything about these guys requiring a heat lamp, just an under tank heater, so my question is: Is a heat lamp really necessary?
Under tank heating is usually something I avoid, and I'd usually stick with just the heat lamp. Either way, you really don't need both.
My snake, just over 18 years old, is doing fine right now. He's grown quite big actually. He prefers it not too hot but not too cold. I don't bother buying him anything for heating or housing as he seems to be doing just fine between my legs.
