Under consumer transaction law, isn't it illegal for them to go back on a transaction if the consumer has paid and received a confirmation of the transaction?

I'm sure there's caveats for this, IE the transaction was made in genuine error and they simply refund the payments/void pending transactions
One of my orders got through that day, yet I still haven't got my 2.22 pounds back help
But according to consumer rights group Citizens Advice, retailers can often cancel online orders if they have made a "genuine and honest mistake on their part that you should have noticed".
The only time I've seen a retailer actually honour mistake prices like this was when someone discovered a code for the Razer store that gave you 90% off. The CEO said they had the right to reject all the orders but didn't just to be cool. Got myself a mechanical keyboard.
I've got an email from HP saying they're sorry for the mistake and send me a 5% off code for whatever I want to buy. Does anyone here need that code?
