I feel dumb, idk what to do, all the tutorials say to do the same thing, which I do. These screenshots will explain my situation

Disable firewall and try again, you forwarded it correctly on the router, your pc is actively blocking the connection for some reason.
The websites you're using to check the port can only test TCP connections, if you want to forward UDP ports then the only way to test it is to use the application that requires it.
