Rendered .wav file from FL Studio 11 won't delete from my system

Ok, here's the basics :
I finished up a song earlier and rendered it to .wav at 64 bit-depth instead of 320kbps .mp3, because it's requested by my label to send them .wav's because it's higher quality.
This has never happened to me before now, but today I rendered the song, and I rendered two versions, both the same song, but with different file names, and I attempted deleting one, and the "recycling file" window just persists and doesn't disappear even when i click "Cancel". This has happened because the file has corrupted as I rendered the file with "spliced marks" which is used for loops and other types of audio in FL - this was a mistake on my end (even though it's never happened before now).
I've been trying to solve this for about 7 hours now, with no success. I've tried running my PC in safe mode and deleting, it does the same thing, I've tried restoring my PC to a previous restoration point (only to my surprise that it restored my settings and not my files) and nothing is working.
I'd appreciate some help here guys, otherwise I'll have to take it to my local PC guy who charges £80/hour (which is unreal considering my position lately)
The only solution I've sort of figured out is restoring my desktop from a back up, but I haven't bothered doing it because my desktop comes together at around 600 GB (audio files + synth plugins etc.) which would take approximately 18 hours (Which I really don't want to do, although if it's my last choice then why not)

Delete the file with command prompt
That worked for one of the files, but for the other, the command prompt window just freezes (doesn't say not responding, however)
Did you try Unlocker?
