You're a bit suspicious, but anyway, try re-installing steam/your games. Or change your steam content server region.

- Check your hosts file, in C:/Windows/system32/etc/drivers (Post its content in code tags)

- Delete clientregistry.blob

Settings -> Download+Cloud -> Download Region

I would try the blob first though, it's more likely to be an issue with that.
