For me it was today, first time doing it. It had about a year and a half of service but luckily there wasn't that much dust. Now it's all clean and silent.

I do it on a regular basis once every two weeks.
Two weeks ago because my RAM died and needed to be jiggled, so I cleaned it too. Before that, it had been six months.
2 months.
about 3 months. Someone spilled coke in my fan on top of my computer when I was at a friends lan party.
Throughout disassemly and cleaning a couple of weeks ago, took the fans out of their heatsinks, etc.
Two weeks ago, my pc kept crashing so i thought i would take a look inside. My god, a spider had crawled under my heat sink, given birth, then fried along with the eggs and clogged it. Hence the overheating, it was a baby massacre.
A couple weeks ago.
Yesterday after it started getting loud, figured I'd clean everything. Less noisy now, but I fear for the quality of my PSU, probably will have to get a new one in case it turns into an IED :L

I didn't clean my old PC and the dust killed my power supply. So it isn't a very good idea not to.
Last Thursday. Cleared 20 GB.
EDIT:I never had to clean off dust.
Laptop: Cleared the vents with a can of compressed air about a week ago, I do it regularly else the fans get clogged up
Desktop: Like a year ago idk lol. But I haven't used it in months so the next time I plug it in and turn it on it'll probably catch on fire due to the high dust content in this entire house

Not for over 3 years for this laptop. I probably should do it, but the shite design means you have to take the thing completely to pieces to get near the fans.
