So I just bought 2 gigs of RAM to bring my computer up from 2GB to 4GB, but now it's telling me that there's only 3.5 GB usable.
I'm using Windows 7 Professional 64-Bit. How do I fix this?

Your motherboard might not support all the four gigabytes.

Are you using a 32-bit OS or a 64-bit?
You can check by right-clicking my computer and going to properties if you're on Windows 7 or Vista (I think).

It could be memory mapping. Look for it in your BIOS and disable it.
He clearly said 64bit
Check your bios settings,
you have an onboard graphics card,
there is an option in the bios which sets aside memory for that graphics card.
(32mb/64mb/128mb/256mb/512mb)
It's probably set to 512mb , and that's why you lack 512mb
Check for memory remapping options in BIOS, I had to enable it to get 4GB of ram to work on my mobo.
