I have some very good memories of my mother and I playing Mario Golf on the 64. I wish that they would bring it to the Wii U, so we can play again.

If you mean the 64 version specifically, I'm pretty sure it's on Virtual Console, which you can get on Wii U (via the Wii mode).

I dunno, they put GBA games on the Wii U so nintendo seems a bit backwards that way at the moment.

The 3DS isn't a very high-powered system, at least in relation to the N64. The general rule of thumb is that a machine needs to be significantly more powerful than an older machine to properly emulate it. Getting N64 emulation going on it would take a ton of work, if it's even possible at all. Especially for the Virtual Console where Nintendo takes ages perfecting each individual game's emulation and testing relentlessly to make sure it runs perfectly. Even beyond raw machine power, you still have the tons of quirks the N64 system had, and how difficult many of the later games that utilized those quirks would be to even get playable. You really have to realize that Nintendo wouldn't do VC for a system unless it was PERFECT, not just PLAYABLE like most homebrew emulators ultimately achieve.
Nintendo's also had this policy of "too much work = it just isn't worth the return" when it comes to VC stuff (see also: SuperFX SNES games). We have N64 VC on Wii because Wii (and GCN) are quite capable of emulating N64 without a ton of effort. And even then, we didn't get very many N64 games on Wii's VC.
3DS has Virtual Console for systems that are much, much weaker than the 3DS and thus easy to properly emulate. It was a no-brainer to do those systems. SNES and N64 are a different story, however.

That's because, again, GBA is far weaker than the Wii U. Emulating it is easy. And while it might seem strange to put handheld games on a home console, remember the Wii U's GamePad.
Also take note of the games they're choosing so far; they're games that have loads of playtime on par with (or just straight-up ports of) many console games. They just have way more save points to facilitate handheld play. It's also not like playing Game Boy games on your TV is new to Nintendo. (Super Game Boy, Game Boy Player)
Didn't the DS have a reworked version of Mario 64 on it that had Wario, Yoshi, and Luigi as playable characters? Though that was a re-release of sorts, not virtual console.

That was a remake, not an emulation. I'd imagine that an emulation would require a lot more processing power.

Yeah, it was a remake. 3DS also has remakes of Ocarina of Time and Star Fox 64, too.
The 3DS is as powerful as the Gamecube. The DS was equivalent to a PSOne. GBA is as powerful as SNES and GBC is powerful as NES.
The could have re-release Supermario sunshine or Metroid Prime on the 3DS for all I know.

Games in high demand could be remade if people would really ask for it, it took 1 year to remake Ocarina of time with only 1/4th the staff of the original game.

That'd be the way to go, yeah. Ocarina of Time 3D and Star Fox 64 3D were pretty damn good, even though they were practically the same game with no actual content enhancements (which is probably why it didn't take long to remake them). I wouldn't mind more handheld versions of some N64 classics, though honestly I'd like them to stick to coming up with new stuff. DS was a hotbed for fresh ideas and that console ended with an absolutely amazing library. I'd like to see 3DS become the same.
I demand a port/remake of pokemon snap for 3DS.
Why not kirby 64 or Goldeneye while we're at it?
