Redirect issue

Some time ago, I thought it would be a fantastic to make a website my brother takes my laptop to go on redirect to a blank page. I found a quick tutorial where it had me go into system 32 (I think) and open up a file in notepad. It then told me to add something like 1.128.0.0.1 (Not exact) and then the URL following it so that whenever he tried to go on the page, it would redirect to a blank page.

My problem is, I forgot the folder it is in and how to get there and I need to go on that website.

Any help?
