The vast bulk of work to be done on planetary annihilation is finished. They don't need the whole company to work on bug fixes, server maintenance, and balancing, it actually requires very few.
They're also trying to stick to Kickstarter, because it's a much more appealing avenue for funding a game than having to pitch and compromise with producers who simply want a fast buck, it's also a great way of getting a large portion of their player base's opinions into the game from the start, instead of working on it behind closed doors. And then having all of the communities great ideas go unexplored because by the time they can voice them, the game's already mostly done and it's too late to add/change large portions of the game without causing a large waste of time on the part of the developer.
TL-DR: They're moving onto their next project (Developers do this from time to time), and Kickstarter is a better platform for them to fund and gauge interest in a game than trying to gain a Producer's interest.
This is a pretty bad move, considering that Planetary Annihilation is considered unfinished by the community. Asking for money on kickstarter for a new game is rather a blow to the face.
