Open the TF2 sound files, but I cant open the GCF files. Also, the other sounds are only ones I downloaded from servers.
You need to download GCFScape to open those files. If you have it and it won't open, then the install of GCFScape is corrupt.

I've been having trouble with GCFscape alot lately since the new UI update, where if Steam is running and I try opening a GCF file it shows me an error saying the file is in use and may not be opened.

I thought there nem made a new version of GCFScape that fixed that issue several months ago, if not longer. Try downloading the latest one off his site.
I am pretty sure that you can only do it when the options are like this. The problem is that it can not open it because steam has more control. I think that GCFScape by default does not have any of these options used.
