Computer horrendously sluggish to freezing completely after PowerOuts.

I'm shocked it managed to get this far.
We've been having a series of awful powerouts lately, and after the last one, everytime I tried to start my computer, it would freeze up then eventually lock up to the point where I had to restart. I managed to halt it thus far, but I'm curious -- does this mean my HardDrive is failing again?

The hard drive could be failing, although the SMART test says that the status is good. Try starting the computer in safe mode and see if the problem still occurs
Something may have gotten corrupted when the power got cut.

Safe mode works fine.
When your computer freezes up, do you hear anything coming from your hard disks? I had a similar problem not too long ago. The conditions weren't the same as you, but my computer would lock up as soon as one of my hard drives shut down due to a power issue.
Try hooking your hard drive(s) to a separate PSU entirely and see if the problem still persists.
