Hey, I have a Dell Latitude sitting around and I would like to install dsl onto it to use it for web browsing as it cant be used for much more. I've already removed windows from the computer and I would like some help to install it.
DSL isn't exactly a great distribution for daily use, more a proof of concept distro. I would try something along the lines of Puppy Linux if I were you.
Also, DSL has been dead for a couple of years now.
The lead developer left and made TinyCore Linux or something.

Alright, I would still like some help with setting it up. Should I burn the iso image to a disk or is there a way to do it through a usb?
There is a way to do it through USB. Check out unetbootin, it will literally do all the work for you.

but the system has to be able to boot from USB, and if the computer is as old as you say it is, it can't.
You'll probably have to burn it to a disk
Well what do you think the best distribution for it would be?
I still think Puppy would be good for it.
Slitaz.
For web browsing I do recommend Browser Linux - http://www.browserlinux.com/
I tried out TinyCore Linux today when I was looking for Damn Small Linux to erase my boot sectors (but found abandoned ftp sites dated 2005 instead). TinyCore is quite good and it's 10MB since it's based on busybox.
Keep in mind some of the smaller distros are not designed to be made your default OS, or be installed.
