The thing is that all of these pictures came from the Xbox360 version of GTA V.

The resolution, and also the fact that every screenshot Rockstar has taken for their games since 2008 has always been an Xbox 360 screenshot unless specially noted.
I am not concerned of the textures but rather the framerate.

I hope they have a running toggle button for the 360 controller. I hate having to hold down A for hours at a time when I can't find a car.

It will, I can guarantee it. Rockstar passively supports modding. They leave their archives unencrypted and open, not to mention the multiple huge modding communities for GTA games ready to update their tools the moment GTA V is out.
