What do I need for English windows XP to support German

In order to play Silk Road online with the German language toggled on, it needs the German language pack. I've looked all over the internet and I can't find anything specifically adding German support. I downloaded Web designer language pack, and along with a service pack 3 MUI update and still no luck. Any help would be greatly appreciated.
