It's getting to the point where if I put my foot next to it for too long, my foot starts to burn. It's 500W and I use nearly all of it. Is this normal?

My bad, wasn't paying attention, meant Watts. Yeah, I'm using the cord that came with it.
IF you want to try to get me to be serious, try posting your system specifications. Your post is about as specific as, "I can't get a girlfriend, help me."
Running a 3.1Ghz dual, 4 gigs of RAM, and a Radeon 4870.
That still isn't specific. Are you overclocking, what model dual core, what motherboard, which RAM (DDR2 vs DDR3), how many fans, how many HDDs, etc. Everything adds watts.
Also, a failing power supply is possible. Mine got fuckhot before it failed (took about a week).

I've got a main CPU fan that is plugged in to my case fan socket, and a random adjustable fan plugged in to the actual CPU Fan slot (Over-heating problems, go figure) DDR3, Phenom II X2 550 Black Edition Callisto, A 60 gig internal HD, 500 gig external (USB), Logitech ClearChat headset (USB), Logitech keyboard (Dunno specifics, and it's USB as well.), Logitech MX 400 Wired Mouse (USB).
As for overclocking, none. I don't do so to try to avoid problems such as the one that has just ironically arisen.
Your PSU is probably fine, it's probably a bad cord which is easily replaceable.
However, this is really dangerous. Until you can replace the cord do not leave your PC on while you're not around unless you want a fire.
I agree with IpHa. Get a new cable. Something name brand, like APC or Tripp-Lite. 18 awg or lower. If its still overheated, well, it's possible that your power supply could be causing it, but to cause the cord to heat up the PSU would likely be on fire by then lol.
