GTA is a series that only works in an American setting. At it's core it's a caricature of American culture. That means a huge car selection, ethnic diversity, lots of guns and heavily militarized police. You take those away(especially the car part since the name of the game is cop talk for "stolen car") you get a really boring GTA game.
How about cops that have their psychic abilities enhanced compared to GTAV and try to arrest you before you commit a crime at all and also enhance their aimbot to also be able to shoot through walls and hit you no matter the distance.
I hope that there's a minigame for taking a drunken urinal piss in GTA VI. And a minigame where you try and find a vein while trying to inject heroin into your arm as part of a storyline-enforced bender you go on after the first hour of driving around and getting to know who your shitty waste-of-life protagonists are this time around. I mean, you can throw darts, armwrestle, smoke bongs and drink alcohol, play golf and tennis, watch TV... let's throw even more minigames simulating real life instead of making car handling feel different between...anything. I want to see NPCs get into watersports exhibitionism on the streets while three dozen psychic aimbot cops spawn around me in a 30m-wide ring because I have a single wanted star for bumping into a lady where a sparrow could see. This is the high-fidelity low-gameplay Rockstar experience I've been waiting for.

Just remove the fact that you're a cop and you're good.
If you only play SP you can mod vehicle handling to your desire. Otherwise you're just screwed. Only thing that bothered me was the dumbed down damage system which still isn't perfect after ignoring the damage limits. To be honest GTA Japan already exists, it's a series called called Yakuza and I wish it was on Steam because I've heard it's really fucking good. Completely different from Rockstar's tone, but good game nonetheless.

Maybe something/some alien fucked with the timeline, erasing the events of the entire franchise unless you can stop him and unfuck history by establishing the Saints (again). That'd allow them to strip away a lot of the ludicrous over-the-top power climb they've made as the series got more and more bonkers, while still having fun with it (maybe you get some overpowered alien toys near/after the end as a present). It seems kind of derivative to just semi-reboot the series, but at this point the SR series is kind of at a point where there's nowhere else for them to go except to alien planets or transcending mortal limits and literally making the player character a demigod. And a reboot/prequel would still be an improvement over what GTA's been up to lately.

Perhaps the story will revolve around a bigass gang that you're a member of. And every single other member is another player.
Looking at GTAV, I think the only thing they can improve on is a return to GTA3's vehicle physics, barring gibbable pedestrians. Yes, it's far less realistic than what GTA4 and 5 have, though I feel that aiming for realistic vehicles only makes for needless frustration.

Make cars control well but still fly around fairly well.
All I want is a bully and read dead sequel tbh. We need a break from GTA games for the hype train to refuel.

They could stay in-universe and go back to a serious tone by using that to release an HD SR1 with the features that've become a staple of the series like drop-in coop

It was nice having upgraded shooting and it felt like an actual shooter this generation and it felt a lot more professionally built than GTAIV, but the more I played the more I realized how bullshit other things have gotten since GTAIV and once the charm wore off and Online ended up being a huge disappointing grind in my eyes, I started prefering GTAIV again. I feel like I would've enjoyed it longer if Online hadn't started to bring out its flaws. Hell, the only reason I managed to play online as long as I did was the 10 mil I cheated in to actually be able to dick around, as well as having fun with the Facepunch group, and that's when they finally started banning people. Not hacking assholes that instakill you as soon as you spawn of course, just those who tried to give themselves money and have fun in private.

But for those who aren't "hardcore" enough for 12+ hour sessions that yield 23 in game dollars, Shark cards are back! They cost twice as much due to being even more convient! And if you can't or won't leave your house, the physical copy comes with a device that allows you to sell blood and other bodily fluids directly to Take-Two for daily fluctuating prices!
