Something is wrong with my CPU or the fan (or something else). On load, it can get as high as 60 *C. But on idle it'll go down to around 37-40 *C.
My computer was cleaned about three weeks ago. It should not be this dusty. I can see the CPU fan is spinning. But it also makes a pretty annoying sound like a small constant siren when on load. And the faster it goes the louder and higher tone it makes.
On load my fan can go up to as high as 5400 RPM, and on idle, around 3515-3552 RPM.
The sound seems affected by something else; the heat in my room. If it gets up to 83-84*F (with my computer on load), it'll make that sound. Thing about it, it's only heard when the case is closed. When it's open it doesn't make a sound.
I have an Antec 900 case. Four case fans. No excuse for those high temps.

PSU: Antec GreenWatts 650W
That's normal for AMD processors as far as I know, anyways.

Not really.
For some, maybe, like... *Cough* The AMD Turion X2 that was in my previous computer, a laptop, hit 210F on load and shut down. Fans were fine.
But this one... It's only at 80F right now with Photoshop, Firefox w/ Youtube and 2 other tabs open, and usually only 100-110F under heavy load. Stock cooler. AMD Phenom II X4 945.

OP, check to see if your fans are properly lubricated and the bearings are alright in it. I had a mass of hair stuck in my box fan (damn me and my long hair) and it eventually killed it. Make sure there's no gunk in it either. It can be easy to miss.
Also, check the thermal paste.
AMD's usually run hot. I have a similar processor and it idles nearly the same as yours, and on load, is nearly the exact temperature. Nothing to worry about.
60c load isn't too bad. Run orthos or prime or something for an hour and if it's over 65 your gonna need a new heatsink, thermal paste or lower voltage / underclock.
For thermal paste Id recommend the Arctic Cooling MX series.
Well I know it's not OC'd. I had the same CPU since 2005 and I haven't had a problem.
I thought it may've been something running in the background causing my CPU to overwork. All of my anti-Virus/Adware/Spyware scans come up negative.
60c Is nothing. Your CPU is fine.
Aslong as the temperature's under 80 Celsius under load it's fine.
