Monitor display gets weird sometimes after it goes "off"

I got my monitor display to turn "off" after 10 minutes without usage (sometimes however it seems to go off sooner but I don't know if that's just my mind messing with me or not) but sometimes after I move the mouse to turn the display back on it comes back all messed up. My screen will be split into two separate displays of the same thing on screen (Its kinda hard to explain) and the colors are all in red, white, and black.

At first I thought this was a GPU issue and was beginning to panic but the fix for this is easy, all I do is turn my monitor on and off and everything is fine. No GPU crashes or issues so I think this is a monitor problem.

This happened 4 times though and it seems to happen more and more after each one. My monitor never does this when in use, only when I move my mouse to turn the display on.

I'm guessing its a defect and I should start saving for a new monitor, but I just wanted to check and see if anyone had anything like this or if there's a possibility that it could be a GPU issue (which I doubt).
