Howdy! I've read the sticky, so first of all, some info.
Currently, I am using an nVidia GeForce 9400GT 512mb, 2gb of RAM and an old 80gb 5200rpm HDD. My processor is a [URL]http://ark.intel.com/products/30783[/URL] ( Intel® Core™2 Duo Processor E6550 (4M Cache, 2.33 GHz, 1333 MHz FSB ) )
My motherboard is a [URL]http://www.gigabyte.com/products/product-page.aspx?pid=3485[/URL] ( [B]GA-G31M-ES2L [/B][B](rev. 2.3) )[/B]
I can't afford to buy all of them (graphics card AND ram AND new processor AND new hdd.)
I'd have to pick [B]two[/B].
So, some questions:
1- Is the GeForce GT 630 a good upgrade? Does it require a better PSU than my current graph card? Can it run most modern games? Which ones CANT it run?
2 - Is Kingston a good brand for RAM? Is 4 gb of ram good enough to play Valve games, Planetside 2? (i dont care if I have to play it on all min, I just want to run it. )
3- Can my HDD cause slowdowns and lag spikes? Should it be a priority when upgrading?
4- Which parts should I upgrade FIRST? Which ones are less important?
5- Can I use a PCI Express 2.0 Graphics card with a PCI Express 1.0 MOBO? Will I get heavy performance loss?
My suggestion is not to buy new pieces of shit to replace old pieces of shit (this is not intended to sound sarcastic or rude, so sorry if it is). I would [U]heavily[/U] consider saving up for better parts. The video card isn't really worth upgrading too either. The integrated graphics of Haswell processors (HD 4600) runs somewhere between the GT 620 and the GT 640 just to put things into perspective. If you upgrade anything now it should be processor, but get something decent with integrated graphics to replace that old dinosaur of a graphics card (unfortunately you will also of course have to replace the motherboard AND ram with some DDR3). To answer your questions:
1. Difficult to say, benchmarks are far and few for crappy cards and old cards, but considering most specifications double and you get GDDR5 memory, it would almost definitely be a step up (it's a crappy card though, don't expect much). Old/crappy cards require very little power to begin with so probably not. It takes very little to run games, but don't expect a decent frame rate.
2. Yes. Yes, but don't expect to run too many if any background programs.
3. It's mostly impacting load times except in games which stream a lot of data (i.e. anything open world). It shouldn't really be a priority, but 80 GB jesus how do you even?
4. As I said in that big paragraph above, your best bet is a good processor/mobo combo, but I would save up so you can actually get something [U]good[/U] and not just better. The other problem is you would almost definitely need at least two more GB of RAM (not to mention you couldn't use your old DDR2 memory in your new setup, so you would have to buy new RAM if you wanted to upgrade).
5. Yes, and not too much (PCI 3 to 1 is a different story).
Also thank you for actually reading the sticky and providing useful information (and even correct spelling and grammar).
TL;DR - You should really save up for something better (and maybe sell some of your old stuff if you can).

1: I think the best for the value processor is the 3350P (you have to have a graphics card for this to work though, otherwise there's the 3330 which has integrated graphics) if you can't afford the 3570k or 4670k. The best motherboard to pair it with is the B75A-G43. If you want to take a step down from that you're looking at the i3-3220 or FX-6300. I would get the i3-3220 over the 6300 for upgradeability's sake. The i3-3220 will preform marginally better in most games unless you overclock the 6300. Even then you have to deal with the cons of overclocking (reduced life-span, you have to get a cooler for it, and you may or may not even be able to overclock it well because of the silicon lottery). Again the G43 goes with the i3.
2: If you can afford it, go one step up and get the 650 ti boost (it's $150 as opposed to the 550 Ti's $120, I don't know how much of a difference it is to you); otherwise, get the 650 (it's the same price as the 550 ti).
3: There pretty much the best. Seagate makes faster HDDs for the same price, but WD usually outlast them by quite a bit. As far as gaming you probably won't ever need anything higher performance than a WD blue series drive.
Yeah save up for a new build, you will be held back by the part you did not upgrade
