People normally go the other way around, and for a good reason. But it depends on the phones hardware, and the hardware WinMo supports.

I got my omnia i910 running android just it has no drivers for wifi, Bluetooth or cell service which make it useless. guess i'm stuck with wm till i ether get a new phone or someone gets those working. so do you want windows mobile for an app or just the complicatedness of it?
Putting Windows on Android is like putting Windows on your computer or catching AIDS. There's just no reason to do it.

Android is easy to get running on a lot of hardware because it's mostly open-source. Windows Mobile is Microsoft's propietary crap, and thus will most likely properly run only on hardware Microsoft approves on.
It's not possible. Windows Mobile is closed source.
