Whats that console command which makes your ping display as 1 in source games?

Checked that, the default was 20. Didn't do anything when I typed it in, and I've restarted the game.

Got it, the thing I had to change was cl_cmdrate 100.

He wants to play in some server that has a limit of ping, so for example he has a ping of OVER 9000!!!, he gets kicked because of too high ping, so he fakes that his ping is below 50 or 40 or whatever.
However, having 1 ping is really getting you banned.
