Can't Install Anything

Yeah, for some odd reason I can no longer install anything I previously uninstalled. TF2 reinstalled fine, and what not, but now I can't reinstall anything. All I get is the following:

As you can tell from my MS Paint Mastery, I get this lame "Refresh Login" jazz EVEN after I log out and log in. Even if I do do the refresh thing, all it does is return to the game list and does nothing. If I push cancel, I get kicked outta Steam.

Little help would be greatly appreciated.
