I think it's my PSU but i'm not sure about that... any ideas on how to test? (the computer still starts but i don't want to turn it on in case it wipes my hard drive or frys my motherboard or GPU.).
Completely remove the PSU, find the 24-pin cable. Bridge the green wire with any surrounding black wire and see if it runs.
Probably a capacitor, they usually look like this:

See if you can find them, RMA the part if it's still under warranty else you can replace them yourself if you have a soldering iron
