How do you change the avatar border when creating a Steam skin?

Hi, I don't know if this should go in the Valve/Steam board but I'll just post it here. (Moderators please correct me if I posted it in the wrong board.) ANYWAYS I am creating a Steam skin and whenever I change the avatarBorderOffline/Online/InGame.tga, it just comes out with no transparency and just the picture. Ummm... I just noticed it doesn't know what browser I'm using... lolwut?

Nevermind, Photoshop was being an ass to me. From now on, I'm using Paint.NET.
