This game keeps getting awards but I honestly thought it was pretty bad.
The end was fucking awesome though.
It was alright
I didn't like how steel port was recycled which I was already sick of from SR3 and how a lot of things like weapons and vehicles became obsolete with super powers.
Stillwater in SR2 was recycled from SR1, so I don't see how that can be a valid complaint. And as SR2's gameplay and story quality improved from SR1 because the developers didn't need to spend time building a whole new map (they did make changes to the old map, just as SR4 made changes to Steelport), so too did SR4's quality. It also didn't suffer from the schizophrenia SR3 suffered as to whether or not it wanted to be a serious "guns and gangsters" game or a silly comedy kind of game.
All in all, I personally think SR4 was the best in the series, and my personal favorite.
I thought it was avast improvement over SR3, and I had so much more fun with SR4 than I have a hell of a lot of games released in recent years. Blood Dragon is the only thing released in the last two years that I can compare it to, really.

In my opinion the the "schizophrenia" that SR2 suffered was one of the best parts of it, since it was completely up to you whether you wanted to be a super serious ghetto gangster or a crazy old man running around in a hotdog suit and killing everything in sight.
In SR3 and SR4 they just shoved the funny into your mouth, spoon after spoon, and in the end it starts feeling boring and tedious.
I only finished SR3 and SR4 I quickly played over this weekend. Even from that small amount of time I can say SR4 is much better game than 3. I was also surprised by all the old school stuff in it. I didn't expect it and it reminded me of Blood Dragon which I loved.

i probably had the most fun with 2, ive gone back to replay it numerous times (probably more if the PC port didnt suck balls), and ive only played through 3, what, once? havent looked back at it since i beat it
It was neat and I played a lot of it, but it doesn't stand out to me as "Game of the Year" material.
