Do you have to pay for Promoted Videos on YouTube?

Thats my question, because it says only pay when people watch your video, so i was wondering if you had to actually "pay" money to promote them.. Thanks for posting when you do.

I wouldn't expect YouTube to promote you unless your video is you jump cutting around the shot, telling stolen jokes, and using other users' material.
