Steam thinks its running in compatibility mode?

Before i start, yes, i am quite new to this. Steam has never fucked me over before but lately it has.

So when i launch steam it won't let me, it says that i run in compatibility mode and it gives a little guide to fix the problem. However it dosen't seem to work?
And i have NOT powered my PC in safe mode.

Can anyone please link me to a solution? Or give me a guide here.
Pictures or not, just need help.
