Catalyst CC Crashes and Unable to install latest drivers

My friend got a new video card recently, he was able to install the drivers and software from the cd he was given, but the catalyst control center doesn't work, and he gets this error:

Furthermore, he cannot install the latest drivers and latest version of catalyst control center because the installer always fails.

He has a 64 bit Windows Vista
&
an ATI Radeon HD 4850 video card

He has .Net framework 2.0 I believe (Not sure how to check to make sure he has it), and some people think you might have to go to administrative tools and set it's zone security to default, but .net framework doesn't appear in there.

So, can someone get me an appropriate link for .Net framework, as well as a driver & CCC that will work for his computer?

Driver sweeper -> remove drivers -> reinstall

Re install from the cd? Or just get the latest driver and ccc package?

get the latest drivers from amd's site.
