I think the iPod needs to reserve space for something or other, I'm not quite sure. My xbox and computer have done this before.

Due to the iOS installation process, every app needs double the space than they actually are to unpack correctly during installation.

So, a 1gb app will need 2gb free, but will delete the 1gb of temporary files once it's complete. In your case, you'd need 32 more megabytes free to install it.
