Having Difficulties Setting Up a Source Engine Listen Server

so, i've been trying for the past hour to get a listen server for E.Y.E Divine Cybermancy set up for me and a buddy of mine, and i'm admittedly shit at handling stuff regarding servers / internet connections. all i've done so far that i know i'd need to do would be forward ports, but after that didn't work i've tried a few other things on top of that (forwarding more / different ports, changing firewall settings, setting up a static IP + DNS server) unfortunately, whenever he tries joining (we've attempted both invites and also connecting via IP in the console) he gets this window.

my regular procedure each time i test is to set up the server, and then, when i'm in-game, typing "sv_lan 0", and "heartbeat" into the console, and then restarting the server with the "changelevel" command.
for clarification, and because i believe the issue lies somewhere in these two screenshots, here's the port setup, and static IP / DNS address setup (i guess i should add that after doing this it said my DNS server wasn't responding, but i've been connected to the internet just fine since).

in an ideal setting, where everything works fine, how would connecting to this server work for me and my friend? would he be able to just join from an invite i send him? also, is there anything that's required on his end for this? thanks in advance
Have him type "connect (insert ip here)" into the console. It's worth a try.

yeah unfortunately we had tried that already but it didn't seem to make a difference
disable your firewall and ask if he can see it then. if so, it's a firewall issue. if not, it's either something with your router or your isp.
