I guess it's allowed to discuss general torrenting, as long as it does not include anything illegal. Garrysmod.org used torrents a while back. but i'm not the law here, this is only what i believe.

When you become a gold member, it isn't frowned upon in their forum. I should know, I made the "What Are You Torrenting?" thread there, speaking of which; is it still there?

Discussing pirating is against the rules, in any form, including hinting to it. Discussing Torrents as a whole is not against the rules.

No. There is a reason the report system has a button specifically marked 'Warez".

uTorrent and all those other programs are P2P programs, not to be labeled only as pirating software.
