Did you remember to put on thermal paste? Is the heatsink seated correctly? Overheating can cause FPS loss.

I remember AMD uses shit thermal paste on there heatsinks.

Try updating the BIOS. I built an AM3 system awhile back that didn't properly support Phenom II chips until it had a BIOS update (counter-intuitive I know.) It had extremely poor performance, random crashes and freezes until the BIOS was updated.
