Just because it came out earlier and isn't as powerful doesn't mean it isn't next gen.
Ghosts isn't remotely next gen. The system requirements? Maybe. The actual game or graphics? Not remotely. It's the same bloody engine.

System requirements are nextgen because they decompressed their textures and force a RAM check at each launch.

it's still within in the eigth console generation seeing as the ps3, wii, and xbox 360 were all in the seventh generation
the release year has little to do with what gen a console is in
using that logic the xbox 360 wouldn't be part of the seventh generation if we went by release years since it came out a year before the ps3 and wii

Probably more referring to the graphical power. Yeah, graphics aren't everything, but you're not necessarily going to get better gameplay for getting a wii - it's too early to tell that.
