Is there a way to pay PayPal without tying a card to it?

Okay I'm trying to make a PayPal account and put money on it. But when I go to payment options and select credit card the only option I have involves tying the card to the account. Can I just add money to the account without tying the card?

How much do they charge? It isn't TOO big of a deal but I only plan on putting on a small amount.

Yeah but paypals a bitch when it comes to buying things, it'll demand you link a credit card in order to pay from your bank.
