Euro Truck Sim had pretty big maps, but with this engine, you could have the entire UK mapped out, with every road and motorway, every town and city.

Why would a criminal/terrorist/anyone waste their time mapping out an entire city when they can literally just look at the city on Google?

The software tools are designed to allow rapid creation based on geographic information. I have no idea how they work but from from what I understand they import terrain information and then things like buildings etc can be placed automatically.
Don't forget the people who buy VBS are people with extremely large budgets and they are usually trying to reduce costs. If an army / government spends x thousands of euros/dollars/etc on paying someone to map out an entire area they could hypothetically save a lot more by not having to physically go somewhere all the time.
