Yes, but on much lower settings. Your biggest crutch is your graphics card.
I had a prebuilt with a 7300 LE like 3-4 years ago
I ran Oblivion on mostly all low-med, at 640x480.
And I'm fairly certain that the 7300 LE is better than the integrated stuff your motherboard has, so I don't think that you can get a playable framerate, but I'm not sure.
You have more than enough processor power and memory for Oblivion, the only problem is the shitty graphics card. It'll probably run, although at minimum graphics settings. If you plan on playing games on that computer, I strongly suggest you spend 50€+ on a better graphics card. Something like a 4670 or a GT240 should be enough if you want to run your games smoothly at decent-looking settings.
You may try using [url=http://www.oldblivion.com/]Oldblivion[/url]. It worked quite well on my ATI Radeon Xpress 1250 which isn't good for ANYTHING (but it somehow made it possible to run Bioshock (using sm2.0 patches)) and it did pretty well at blowing 20fps at 1024x768. Good luck.

Just install it to the folder where Oblivion is in your Steam folder. Should work.

Personally I'd just fork out the necessary amount of money to buy a decent graphics card. Then it's not just Oblivion you can play well.
