They are doing it for skirmishes and that's as far as that should go. Blocking all EXP gain is a great way to de-incentivise people from playing custom games completely.

Just remove XP gains in custom games, and reward crates on bi/tri-daily custom game completion like you do for arcade.
Amount of crates gained due to cheating is capped, people who don't cheat are rewarded for playing custom games.

IIRC wasn't this for people who used the 3rd party idle program which fake reported you as being connected to a server?
Valve never touched people who 'legit' AFK'd in servers, you could have 10 clients open in textmode connected to a local dedicated server and they were totally fine with it (Although I don't think this is possible anymore due to changes to the system)

Why did they even bother putting XP in custom games when the first thing anyone would tell you is that people would use it for XP farming straight away.
Maybe they should make better design decisions rather than punishing people for being people and abusing what they see is a grey area in the rules, which in the end harms no-one else.

Part of why custom games are so popular is that you still get normal XP. It doesn't feel like a complete waste of time because you're having fun and still getting your Virtual Cosmetic Rewards.

It was also the irony of seeing people in idle servers wearing it, because valve went out of their way to call cheaters people looking for a more convenient way to idle without having it the game eat up your computer's resources, but idling all day with the game open in the background was just a-ok

I dunno, I knew about it and had friends using it and still chose not to because using an external program to spoof a connection to a server in order to farm hats is kinda obviously a violation of TOS even if it was possible to idle the game anyway. There's a big difference between that and say this where people are literally just using the already laid out mechanics of the system to farm it, this isn't even an exploit being abused so I don't see why Blizz feel the need to punish people for it versus making better design decisions in future and removing it.
Just be glad the only thing Valve did was give people who didn't use 3rd party programs to cheat the system a hat rather than banning people for using it.
I would say the 'ignorant twats' are people who used a 3rd party program to cheat the system and then got mad when they got punished for doing it.
They know you're idle because you're not moving or doing anything, so what if I setup a movement key to toggle, would that class me as not being idle?
