It's not like I am talking about some random Japanese person on the street. How can you be a professional voice actor, who is obviously paid to say some English words, and suck so much at it ? You can watch thirty year old anime, or new ones, and voice actors still pronounce English words worse than my mom would.

because usually they aren't trying to speak english anyways, there are quite a bit of english loanwords in the japanese language that are adapted to fit their syllable system

It can likely be perceived as funny or cute (or annoying for that matter). Just something to pass the loading time by.

Like Ninja Gnome hinted at, Japanese isn't made up of individual letters, it's made up of syllables, usually following a "consonant + vowel" structure like ra, di, gu. So when trying to "port over" an English word, people will look at how it's pronounced phonetically, then pick the syllables that sound just about close enough.
So there's a LOT of pronunciation that can get lost in translation that way.

I never learned French, but I'm fluent in English. I also know some German, but I rarely had a chance to use it.

That makes sense, though sometimes it's just random words or phrases that you wouldn't expect to be loan words, like "computer system", or in a song they randomly put an English word like "jewel" and say it weird.

the japanese language doesn't have any english letters in it so the given example (loading) would be spelled phonetically as close as their language can get, which happens to be ローヂング (rō de ~i n gu)
