My friend got given a computer and he called me to see if it could run tf2, l4d, l4d2, hl2 ect but i dont know if it can. Specs-
Intel(R) Pentium(R) 4 CPU 3.00ghz (2 CPUs)
384mb Ram
Sis 661fx
We can't tell anything from just the processor, get the RAM and GPU.

That computer will not run Source, at all.
Well it might but it will be choppy as hell.
If you get like, a gig of ram and an 8600 GT it will run Source great in 1024x768.

My diagnosis is:
MORE RAM (imperative!).
Find a GPU. Check what kind of expansion slots the motherboard has. Look for PCIe and AGP slots. Regular PCI [b]only as last resort[/b].
