Some time ago (probably after 'upgrading' ATI Catalyst 10.9 drivers from 10.4a) some games started to be laggy, such as BC2, L4D, but especially Sega Rally Revo. In some places it's so laggy that it's unplayable. I've got both Windows XP and Windows 7 installed (I'm using mainly 7), so when I restarted and ran it on XP, the framerate was smooth at constant 60fps. That means the problem is software based.
My specs if anyone asked:
Asus P5QL Pro;
Intel Pentium Dual Core E5200 2.5GHZ @3GHz;
Kingston HyperX DDR2 4GB 1066MHz;
Gigabyte Radeon HD4850 1GB;

The simplest thing to do is roll back your drivers.
I tried that. Didn't work.
I don't think so. While idle the usage is around 2-5%.

Try installing DirectX 9 on W7.
Didn't work. Also bumping, because all Unreal engine games work worse than usual. For instance, in UT3 framerate drops below 40 while it used to be at constant 60.
