Are my specs good enough for hosting a gmod darkrp server?

Hey just wanted to know if my specs are good for hosting from my house a gmod server thats 30 slots with darkrp.
RAM = 15.9 gb's
4 pcu cores
4 logical processors
Intel(R) Core(TM) i5-2500K CPU @ 3.30GHz
Got another drive I'll be using on gmod that has 210gb's

do you have the internet speed to support it
and will your ISP mind (seeing how you're in the US, they probably will)
Oh yeah my download speed is 33.9mbps and upload speed is 5.60mbps. And no my ISP does not mind.

His CPU is more than fast enough to run a darkRP server. and if you are talking about his upload speed being a problem, he can easily host 20+ players (the only problem he will experience is if someone DoS's him, his internet is easily fucked.)

Sure, 5mbps is enough for 20+ slots. By itself.
But he's hosting it on a home connection. Which means he also has to take into account all the upload traffic generated by every other person in the household (and depending on his actual connection possibly the downloading too). Now if he lived by himself then it might be permissible, but I doubt this, so we have to take into account everyone else's habits, which probably include some very bandwidth heavy activity like Skype calls and possibly P2P traffic (especially if someone has a game installed that uses Pando Media Booster).
In other words, there's no way to guarantee that all players will be able to reliably connect to and stay connected to this server latency free, unless you drastically lower the number of open slots. He's better off renting a VPS.
