Windows 7 missing buttons on some programs

Hello, as of yesterday i noticed that some programs are missing buttons such as the close button or minimize.
I installed 3DS max 2014 yesterday and i noticed that a lot of weird things.

the top left side was missing a few buttons, and if i hover my cursor over the buttons would come back. on the left the button to change views is also missing, however it doesn't show up if I hover over it. I uninstalled and reinstalled 3ds max 2014 but to no avail.
I have Maya 2012, and so far no issues on that.

i noticed this problem in Visual Studio Community 2013 too, where code was just simply missing (unless the cursor hovers over it, in that case it comes back, but then disappears again)

if relevant the specs are:
Intel Core 2 Duo P8600 @ 2.40 GHz 2.39 GHz
4GB Ram
Nvidia GeForce 320M graphics card
Windows 7 64 bit

Yeah pretty old laptop, but it's all I have to work with now, as i don't have access to my main comp at the moment.
